Descriptions:

The Quality, Environment, Health & Safety Manager (QEH&S) will support the Snap-on Tools & Industrial businesses in the UK in fulfilling their duties regarding current legislation, ensuring that all statutory obligations with regards to Quality, Environment, Health & Safety issues are adhered to, and achieved at minimum cost. They will manage and co-ordinate the activities of the QEH&S co-ordinators at each site, ensuring a safety first, and positive risk culture is maintained across all functions.

As an effective QEH&S Manager you will perform a wide variety of duties requiring general knowledge of Company Policies, Systems, Activities, and their applications. In addition, it is the nature of the job that each activity will have its own range of demands which he/she will be expected to meet. They will also be expected to perform any other duties to ensure the efficient running of their department or area

Strategic and Regulatory

  • Develop and implement a sustainable Quality, Environment, Health & Safety strategy for Snap-on UK Holdings, incorporating the Snap-on Tools & Snap-on Industrial businesses.
  • Ensure compliance with all relevant Statutory Regulations, with regard to both Health & Safety and the Environment and maintain an up-to-date awareness of future legislation, advising the business on any impact.
  • Develop a risk register which captures all aspects of operational risk, and present to the Senior Team on a quarterly basis.
  • Carry out Accident Investigations, including suitable root cause analysis and support the Management and supervisory staff in their duties with regards accident investigations.
  • Liaise with the Health & Safety Executive and report any injury, dangerous occurrence, or disease under Regulations.
  • Establish and maintain working procedures for normal, abnormal, and emergency Environmental situations by using the Environmental Aspects Assessment criteria.
  • Develop and implement a comprehensive Quality System; and build, maintain, and improve the quality system in co-operation with other affected personnel to provide a consistent product. Make certain that quality developments are reported to the appropriate parties within the company.
  • Through a process of support, education & monitoring, lead a commitment to quality throughout the Company.
  • Ensure adherence to all Company Policies, including but not limited to Quality, Environmental, Health & Safety etc, at all times.
  • Ensure accident investigation is carried out to in line with Health & Safety Executive guidelines and recorded appropriately, ensuring effective risk mitigation is achieved, with root cause analysis driving any learnings. All RIDDOR accidents reported and managed in line with legislation.
  • Ensure that all physical security measures and appropriate supporting policies are in place to provide a secure and safe working environment for all employees, visitors and contractors whilst at Snap-on premises.
  • Review and develop a Facilities and Maintenance programme to ensure compliance requirements are being controlled, documented and maintained in accordance with regulations and guidelines.
  • Work with Finance to ensure all capital expenditure works are completed on time and in budget. All none planned maintenance costs to be managed in line with agreed processes.
  • Implement a planned maintenance schedule across all buildings.
  • Implement a fair and effective framework when suppliers are tendering for new or existing contracts.

Audit and Planning

  • Maintain and update the Quality (ISO 9001), Environment (ISO 14000) and Health and Safety (ISO 45001) Management Systems as necessary, in line with legislation or procedural changes. Ensure that ISO legislation and maintenance of the standards become part of everyday activities across appropriate business units.
  • Implement an Internal Audit programme across both sites in line with ISO requirements.
  • Oversee External (DNV) audits on a periodic basis.

Oversight and Training

  • Maintain and update the Health and Safety Training Matrix.
  • Monitor Health & Safety performance within the organisation against KPI’s and targets.
  • Carry out regular monthly Health & Safety workshop Inspections, monitoring completion of open actions.
  • Ensure that all Environmental and Health and Safety training and development needs are identified and continually carried out.
  • Provide consultancy to others on quality issues.

  • Ensure that adequate Fire Risk Assessments under the Regulatory Reform (Fire Safety) Order 2005 are carried out.
  • Prepare, maintain, and implement all safe-working procedures that fall under both Health & Safety and Environment legislation.

Evaluate and communicate to the rest of the organisation, possibilities, and risks associated with such changes.
  • Monitor energy usage and develop schemes for maximising energy efficiency.

Stakeholder Management

  • Manage, support, educate and monitor performance of QEH&S co-ordinators to ensure delivery of function is in line with business expectations.
  • Direct supervision of a department involving responsibility for results in terms of costs, methods, and personnel.
  • Work with key stakeholders to ensure that all contractors and suppliers are managed effectively, with appropriate service level agreements in place, and account reviews carried out and documented to ensure a fair, consistent and transparent process for all third-party Snap-on partners.

PERSON SPECIFICATION

  • An effective QEH&S Manager must possess an excellent working knowledge of Health & Safety and Environmental legislation, equivalent to a minimum NEBOSH General Diploma Qualification, and a minimum of 5 years’ experience in a Health & Safety discipline preferably in a logistics environment.
  • Demonstrable experience of implementing and monitoring a sustainable QEH&S strategy and Management System, incorporating ISO standards 9001/14001,45001.
  • Diploma level OH&S qualification (NVQ level 6 / NEBOSH Diploma or equivalent is desirable).
  • IEMA foundation certificate in Environmental Management / NEBOSH Environment or equivalent is desirable.
  • ISO internal auditor training based on ISO 19011 or Lead Auditors Certificate is desirable.
  • The QEH&S Manager must be self-motivated, with excellent communication and reporting skills. High level of IT skills across Microsoft software packages (Word, Excel & Power Point).
